Thanks for your feedback. I tried the clean boot. I disabled all non-windows start up programs and restarted. After restart the problem was still there, and some of the programs such as some anti-virus programs enabled themselves to start up even tho they were disabled???
I created a new profile without signing in to any pre-existing microsoft account mail or otherwise. Restarted my pc, and logged into this profile.
